What you want can already be done in Shotcut. Try trimming the filters.

Trimming Filters

Trimming a filter means you can choose when the filter effect starts and ends independent of the clip’s starting and ending time. Obviously, if the filter is applied to a clip, it must still be within the clip’s time frame. If the filter is applied to a track, however, it can be truly independent. I looked at the link you gave. I couldn’t see it there, I wanted to add the same filter or another filter to another part. I couldn’t do this via keyframes. I cut the video in the timeline, there is no problem in that part.
