Resize a video and change aspec ratio

I am trying to resize a video that is 1080P16:9 down to a 300x300 1:1

Can someone tell me how to do that as it will still be 16:9 but 300p and the video will be in the top right scaled down to 300p inside the 1080p frame so its just grain and unusable
