Reproduces for me on every version in 2020 - ever since preview scaling was introduced. The key is using Size mode = Fit. Does not happen with Fill or Distort modes.

Original video = 3008 x 1280, using SP&R to fit in portrait

Resized the source video to 1920 x 1080, using SP&R to fit in portrait

It looks like once the bounding box goes beyond the edge, it stops magnifying
