Would it be possible to set up speed ramping so that I can adjust by a percentage or perhaps simply change the overall time of the video so that it ramps accordingly? I do music videos, and often the tune speeds up or slows down. I can use a “Sliding Stretch” on the audio editor (Audacity) to achieve this, but not on Shotcut. I need something more granular and precise.

I have not enough knowledge of Audacity to say you have enough with these two options. But I think that it might be possible. You can either chop your vid in smaller sections and change the speed of that particular section by changing the properties or you can use the “Time Remap” filter.
