See this response from an earlier post: How to change duration of stills during a project?
and here: How do I make a slide show?

Open file into source viewer.
Set time in Duration and click Set Default

2020-04-22_09-50-21
2020-04-22_09-50-21.png715×386 89.2 KB

Now you can add to Timeline or Playlist.

2020-04-22_09-51-20
2020-04-22_09-51-20.png724×263 33.2 KB

Note: In my original default was set to 4 seconds. When you close Shotcut, or start a new project, you’ll see the updated default time is saved.
