Project Folder on Startup and export file location mismatch

Export does not default to the project folder; it has its own saved path in the config file to remember the last location you exported to. This is due to my workflow where I save completed videos somewhere different than the project folder.

Introduction Shotcut does not provide very much in the way of project management at this time. Rather, you are required to manage many aspects of this.
