I was wondering if there is a way to make motion blur
Not easily, and not with particularly good quality. Closest thing you can get is by using multiple tracks with Opacity filters, offsetting each track by 1-to-a-few frames from each other. That’s a lot of work.
You’d be better off processing that effect (whether it uses the same approach as outlined above, or uses motion vectors) in another editor.

I used 60 fps video for this. You might need to adjust the duration of the filters for different frame rates.

There are two motion blurs in the project. First one is one second long the second one is half a second duration.
