How to stop shotcut from snapping to different layers like this

Shotcut is just scrolling the timeline vertically by a tiny bit to show all of the track that you selected when you clicked on it. I think this is preferred behavior by most people and there is no option to disable it. If you do not like it, you could scroll vertically to show the whole track before selecting it. Or, make your track shorter or the timeline taller so that all the tracks fit in the panel.

surely there’s gotta be a way to change it considering it never acted like this until i reset my computer and redownloaded shotcut, is it a new feature or something?

Timeline automatic vertical scrolling was added in version 24.02.29

You can go to the Download page, then click on the Older versions link at the bottom, and choose whatever version you like.

But the latest version without automatic vertical scrolling is 24.01.28
