How can I add an effect at a specific part in a video?

Sorry if this has an obvious answer, I’m really new to this.
Let’s say I want a glitch effect to play in the middle of the video I’m making, and only for a few frames/seconds. How might I go about doing that?

Glitch e.g. has no Keyframes…
So, you need to split a part, e.g. three times.
I also would suggest to “overlap” a little to that middle part with transition(s), to have a smooth view.
