Fill black margin both sides of a 4:3 resolution clip

Hello,

I remember faintly that I saw (or I asked) a tutorial about filling black margins of a 4:3 video clip to make it look like 16:9 resolution by adding another time line with the same clip, adding some filters. Thats all I remember. I even think I downloaded that tutorial but cannot find it.

Answers will be appreciated.
