This indicates that you are using the qsv hardware encoder and that a failure is occurring. Try to export using the default export settings to make sure that works.

There is a known bug with no solution that QSV encoder fails on resolutions less than 768x576. With that low resolution there is very little benefit to using QSV, and only much worse quality than x264 (hardware encoder turned off).
