I have created a web utility to generate an HTML file for such a circular progress bar. It has quite a few configurable options that can be modified using a Graphical User Interface (GUI).
The HTML file can have a green screen background. You can run it in a browser and capture the window using a screen-recorder, like Sharex, or it can be run as a browser source in OBS Studio and recorded by that utility. The resulting video can be made transparent using Shotcut’s “Choma Key” filter.
