In the clip I freeze the square; “Color saturation: Simple” filter had. In the frozen and newly created 2sn clip, “color saturation: simple” in the filters section. But the clip does not appear in the preview … So the newly created color saturation filter as if never applied …
I think you mean “Chroma Key: Simple”
In Shotcut, the Chroma Key: Simple filter is translated as “Renk doygunluğu anahtarı: Basit” in the Turkish language which is translated back to English as “Color saturation key: Simple” by Google Translate.

I reproduced it. The problem is that the duration of other filters on the clip are not automatically adjusted to the freeze frame duration. If you look at Keyframes for one of them and zoom into its timeline, you see something like this (red bar shows the filter ends before the clip):
This is somewhat related to Trimming Filters that also explains the workaround. Click >| to go to the end of the clip and then click or press ] to adjust the filter to end when the clip ends instead of earlier. Now, if you extend the frozen clip to make it longer the other filters are also extended.
