Zoom then pan without zooming AND panning

Ok, I have an image too big for the phone screen as is. I want to start zoomed in on one half and then pan over to the other half. I do NOT want to do it as the program keeps trying to: zooming and panning all at once when played back. I want it to START zoomed in.
