Why Won't My Video Upload to YouTube?

My video won’t upload to YouTube. In processing it kicks the video out and says it’s too long, but it isn’t. We have sorted the problem down to the following, and I don’t even know where to find them. Is it possible that they are the default on the Shotcut system, and I don’t have to worry about them. They are:

Video Settings:
Compression Type: H.264 ( Have already determined that this is correct for my video.)
Frame Rate: 24, 25, 30, 48, 50, 60 FRS are preferred. 23.98, 29.97, 59.94 are acceptable.
Data Rate: Automatic
Key Frames: Automatic (Does not apply to my video.)
Frame Reordering: Unchecked

Audio Settings
Format: AAC-LC (I think this is the right setting for my video.)
Bitrate: 128kbps - 256kbps
Sample Rate: 44100 or 48000

My system specs are:
Windows 10
Chrome 64-bit
Shotcut v. 20.2.17

Is the video more than 15 minutes long? If so, your YouTube account must be verified to accept longer videos.

Yes, my video is longer than 15 minutes but my YT features page states that I am approved to upload videos longer than 15 minutes.
