I detached the audio and than copied to another audio track … so 1 video track and 2 audios tracks where I can choose different language audio on each one

You are looking at it in your screenshot: change Properties > Audio > Track on the video clip.
You cannot, but you can place 2 audio clips on 2 audio tracks and group them
and viewers can select which audio to listen ?
Shotcut does not support multiple audio track output. You need to export the audio only using an appropriate preset and another tool (ffmpeg or MkvMerge) to combine the additional audio into the exported video.
