I’m asking how to do the transition WITH JPEG on video track 1 or 2
OVER the video track 2 or 1 and you can still hear AUDIO on the other
track while a JPEG photo is on top of it by “Dissolve”.

I’m not entirely sure what you’re asking for, but maybe one of these two suggestions will help you - either they may do what you need, or they may give you an idea of how to do what you need. I do these sorts of things all the time in videos on my YouTube channel; if you want to see examples, I use the same account name there as I do here.
Add a Video Fade Out filter to the JPEG, making sure you set it to fade to transparent as opposed to the default of fade to black. That will allow whatever’s on the track below it to show through as the JPEG fades out.
On the track with the JPEG, add a transparent image after it, then drag it (same as in dimadjdocent’s response) to create a transition. The JPEG will fade to transparent, allowing the track below it to show through. This method has the advantage that you can use other types of transitions (wipes etc.) if you want something other than a dissolve.
Either way, since we’re not altering the contents of the track below, its audio will continue uninterrupted. Remember that higher tracks are always in front of lower tracks, so the JPEG goes on V2 and the video that’s under it goes on V1.
I want to add JPEG over video and keep the audio from the video.
I have a picture on JPEG that I wanted to use for the video.
I mentioned in my post that I have an older video editing software,
NOT made by Shortcut, but it has “Transition” options to chose from
to ad onto the video track.
With this Shortcut editing tool, is different from my experience.
So, I’m asking how to do it with the JPEG over video and keep
the audio from the video.
YES, I always see V2 on top of V1 on the time line.
So, the JPEG is on V2.
The video with audio is on V1
I wish that Diamondjdocent show me a video clip on how to do
a transition with JPEG on V2 to fade or dissolve with V1.

So SAD!!
I fianlly able to see the “Dissolve” from video to JPEG.
But the JPEG part is blocking the audio from the video!!!
When I got FADE OUT VIDEO on V2 with JPEG
Then I drag it down onto V1 with the video.
And successfully see the transition of Dissolve.
BUT the JPEG is blocking the rest of the audio
on the video on V1 !

When I expand it then I can hear some audio
from the video on V1 with JPEG on V2.
But how do you get rid of that purple hour glass symbol
off of the video transition so that the AUIDO would be there??
That purple hour glass is lowering down and up the audio!
What do I do to keep the existing audio from the video

It’s too small to see how you do it with a mouse on the
edge of the JPEG
When I place the mouse on the edge of the JPEG by using the left bottom
on the mouse, the vertical white thin line pop in.
Am I suppose to use the right mouse bottom to make what you showed???

How did you do it with the mouse on the corner part of the JPEG??

Just move your mouse cursor to the TOP LEFT
corner of the jpeg clip until you see a pulsating circle.
When you see it, GRAB it (LEFT mouse button)
and DRAG it to the right to create a fade-in.
The fade-out works the same,
but on the TOP RIGHT corner,
and your drag the circle to the LEFT.
Hi @cruznvideollc , just a small piece of extra information. If you DOUBLE-CLICK (not too fast) the pulsating circle, the fade-in or fade-out will automatically be EXACTLY 1 second long. Of course you can drag it further or less far if you want. Just a tip. Cool? I think so too!!
