Timelapse Effect - "Posterize Time"

I sometimes use Premiere’s “Posterize Time” effect, basically say you have a 24fps clip, if you set the Posterize Time effect to 2 it’ll make it look like it’s only 2fps by only showing 1/12 of all frames.
Then by setting the speed to 1200%, it makes it look like a timelapse.
Is there anyway to reproduce such an effect in Shotcut ?
