The “text” you refer to is only for guidance to see where you are roughly on the timeline.
If you want exact frame accurate placement you have the options that @sauron explained, or you can also drag the playhead cursor to the exact place you want to be.
The exact time in HH:MM:SS:FF is displayed in the spinner box.
