The Normalize One Pass Filter makes makes quiter Sections to loud

In a lot of my Projects I am using the Normalize (One Pass) Filter for Audio because it handles the Audio Adjustment very well.

But if I have a Sound of a Video Game (the Voice and Background are baked together) Section with a quiter Background than the Voice then the Background gets louder than the Voice.

I have such Values for the Filter:

I am more interested in the Voice and the already louder sections and want the Background to still be the Background. The Background may not be truely louder than the Voice but I want it to be more distinct.

And if possible I want to handle different Areas of Loudness separately.

Can I do this just with this Filter or do I need a combination of Filters?

If the voice and the background are already mixed (“baked”) together in your source file, then there aren’t any audio filters that can change that.
