This is due to Windows Security > App & browser control > Smart App Control and probably will not be fixed by us. Or maybe Microsoft does something to trust it over time . You can either turn it off or use the Microsoft Store version.

**Describe the bug**
A .dll named: libopencv_vide04140.dll is causing issues with the functionality of the timeline. Projects load into the monitor, but content cannot be grabbed from the player and the content in the time line is not loaded.
This might be due to the use of Applocker on Windows. The windows error code marks this and sometimes multiple .dll as broken or not designed for windows.
Windows Error code:
C:\Program Files\Shotcut\libopencv_vide04140.dll is either not
designed to run on Windows or it contains an error. Try installing the
program again using the original installation media or contact your
system administrator or the software vendor for support. Error status
OxcOe90002.
**Steps To Reproduce**
1. (likely) Enable Applocker on Windows 11 Pro
2. Start Shotcut
3. get error for unsigned .dll
4. test timeline for function
