Not sure if this is the same issue but for me something like this always happens after drag&dropping to rearrange a filter. It’s very visible if there are only 2 filters.
I think after moving filter #2 to #1 place (so basically a swap), the old filter “line” #2 remains selected but without visual indication so clicking on it again doesn’t trigger the “new selection” action because it thinks it’s already selected so you need to click on a different filter to trigger internally a selection update then it will work as expected.
Edit: ok, I just tried it and couldn’t do it again, maybe there’s some extra thing I usually did that triggered the issue, I’ll update if I find what it was.

A few additional remarks:
The issue happens with drag and drop or with the up and down buttons.
With only 2 filters, if one filter is dragged up or down, the other cannot be selected (@MusicalBox exemple).
With 3 or more filters:
-If a filter is dragged down, only the filter that was just below it cannot be selected. All others can.
-If a filter is dragged up, only the filter that was just above cannot be selected. All others can.
After another filter has been selected, everything works correctly.
C’est un peu plus compliqué chez moi. Supposons un clip avec 5 filtres. Je descend le filtre N°2 en 4° position, c’est le filtre qui est maintenant en position 2 qui ne peut pas être sélectionné. Autrement dit, c’est toujours le filtre qui se retrouve à la position qu’occupait le filtre déplacé qui ne peut pas être sélectionné.
It’s a little more complicated for me.
Let’s assume a clip with 5 filters.
I move filter number 2 down to the 4th position; it’s the filter now in position 2 that can’t be selected.
In other words, it’s always the filter that ends up in the position occupied by the moved filter that can’t be selected.

That’s what I meant: “the filter that was just below.…”, which was in position 3, now in 2.
