I have a feeling that this bug must have been spotted by someone else before. But I didn’t find any mention of it. So sorry if it’s a duplicate.
What is your operating system? Windows 10
What is your Shotcut version? 23.06.14 (also in 22.12.21)
Can you repeat the problem? If so, what are the steps?
Steps

Project size: 1920x1080
-
Preview Scaling: OFF
-
Add a clip smaller than the project in the timeline. In my case, a 600x646 JPG image.

Add a Size, Position & Rotate filter:
The clip is resized to fit the height of the screen. -
Change Size Mode to Fit:
The clip is displayed in its real size… -
Change Preview Scaling to 360p:
In the preview, the clip fits the height of the screen again.
It will look as expected after exporting though.
