Also can you guys add a tool for an image to follow something in the video that moves like a face or something like that??

As to your title re size and position with rotate. It works perfectly fine if you use the rotate filter before the size and position filter.
Experiment a little before posting ‘bug’ reports. That’s half the fun of using free software…
