Add a green screen clip on top of a clip and apply Chroma Key. Throw in Glitch filter and Lens correction to skew the cat a bit.
If anybody can give out a better sample, please do so i can learn.

How about a blend mode with mode set to screen or addition, that’s what I also used in one of my videos (I think I would Reformance them, the color grade isn’t that good):-
Plus, some green or blue glow on the hologram would make it better.
