I suggest to uninstall Shotcut. Then reboot. Then, download the installer from Shotcut.org and make a fresh install.

If the problem persists, you might have a bad setting for the PATH system environment variable, or DLLs were installed in a system folder that is in PATH that should not have been installed there (by something else, Shotcut’s installer only writes to its install folder).
Also, Shotcut does not need or install libgio-2.0-0.dll. Does your C:\Program Files\Shotcut include that file? If so, uninstall and reinstall should fix that.
