After a clip is exported and converted into mp4 and it is brought back into Shotccut for further edit does it have to be exported again or just saved?

It has to be exported.

There is no such thing as “saving” changes to a video file in Shotcut like file word processors or spreadsheets. Video files are not inherently editable. So the edits in Shotcut always have to be exported to a new file - leaving the source file intact.
