Rich Text Settings in the way

Curious to know if this is normal? How are supposed to edit the text easily when the setting for the text is in the way of the text and the whole box. Isn’t there a float option for the settings so they can be moved?

You can click the right-most button the toolbar to collapse/reduce it. It is normal because there is not other space for the toolbar. You can change the preview window aspect ratio taller using the panel dividers to provide space between the video preview and the toolbar above it:
