Try the Limiter filter (Limitador in Spanish). It seems to work fine in the test I made.
A Limiter filter will detect when your audio has surpassed a threshold (limit) and will reduce the audio to stay within a range. The limiter filter acts as a wall where any audio that surpasses the desired threshold will only be heard at the level you choose on the Limit setting.
In that case, add the Limiter filter on the head of the track containing the audio clips.
I think you could also try the Normalizer or the Compressor filters. But in my test, I got the best results with the Limiter.
