I see a lot of people asking for filter XYZ is there a way to allow shotcut to take community filters in addition to the built in ones? I’m aware community provided filters wouldn’t inherently be supported by developer but it might cut down on the demand to add filter XYZ. I know shotcut is already using Frei0r would dropping an .dll in the frei0r-1 folder if a plugin was built using their API automatically add it to the gui?

I am not aware of any. This is open source. People should submit their contributions to the Github project for inclusion and not figure out their own distribution, promotion, and support mechanisms.
