If you export the area between the markers and use it in another clip, will the quality of the second clip be degraded or not?
Meaning: - multiple rendering, export affects the quality or not?
It depends on your export preset. If you choose a preset from the intermediate or lossless categories, you do not lose quality but do keep in mind the files are rather large.

And even if you use normal MPEG (lossy) format with good quality setting (>55) you will probably not see any difference in the final export 
If you export the same segment 10x or 20x maybe you will start to see some artefacts of rendering/compression.
