Proxy Rotation Export Doesn't Rotate

I think he means Properties > Rotation. Someone else reported this but I could not reproduce it.

Sideways Video Exports Sideways Even If Corrected

On a couple of video clips, my camera didn’t orient the video correctly and so some of them are sideways or upside down. I used Proxy for editing and in the video clip Properties, I changed the rotation to 90 or 270 degrees accordingly. While editing the clip, it shows in the correct orientation. I’ve exported the video with it still in proxy mode, and not in proxy mode, but the clip still exports sideways or upside down. How do I correct this?
