Can I move my preview window to another a screen?

Sort of. The portion you specifically outlined, no.
What I outlined in green is what is you will get on the other monitor.

This is what you get. (I just positioned Shotcut over top of the preview.)
You could also undock a specific window like the Timeline and position it over the preview.
