Preview lagging even with proxy editing and adding RTX4060

Hi,
I’m using:
intel gen12 i7
32G RAM
win10
Lagging even when proxy editing is used. If the preview scaling is set to be 540p, it’s acceptable but not good.

Just bought a nvidia RTX4060 but doesn’t get any improvement on preview. Is there any setting need to be changed in order to make RTX4060 work? (settings/player/realtime is checked)

Hope I didn’t waste money on the RTX4060.

It seems the “size/position and rotate filter” is critical. If the filter is applied, it lags a lot, especially transition between clips.
