Old Film: Scratches filter does not work

What is your operating system?
Windows 10

What is your Shotcut version (see Help > About Shotcut)? Is it 32-bit?
22.06.23 and 22.09 beta

Can you repeat the problem? If so, what are the steps?
(Please be specific and use the names as seen in Shotcut, preferably English. Include a screenshot or screen recording if you can. Also, you can attach logs from either View > Application Log or right-click a job and choose View Log.)

The “Old Film: Scratches” filter does not work. The filter has no effect.

This bug appeared in version 22.03 when multi-threading was added to this filter along with most other Old Film filters. And the bug is only on Windows and not macOS or Linux.
