Norminize audio to -0.4dB?

Is there any documentation of the Normalize filter in regards of all the settings?
I.E. what is “Analysis Window” in seconds?
What does “Maximum Rate” do?

Did you notice that when you mouse over the text in the UI a tool tip pops up with some extra information?
