Not sure if this is a bug or if it is just me and my ancient laptop.
Since I moved to version 24.01.28 the Normalise Two Pass filter doesn’t actually seem to do anything once the clip has been analysed, it just leaves the sound level at its original levels rather than the target level.
Works for me.
If you show us what you are doing, maybe we can see the problem. Please share some screenshots or make a video.

Yeh. I have tried a new project and it seems to be working. Bit strange as it did not work in an existing project that I was working on at the time.
