You can see it in the thread I made for Marker additions and improvements:

The capability to use the marker data to convert to chapter stops. Seeing as chapter stops are based on the start of a chapter and its end is determined by the next chapter then this would be done with frame markers instead of range markers. The two purposes for this are:

It is basically done, and I was just testing it. It does not enforce YouTube’s rules like at least 3 chapters, but it does follow the format including a “00:00 Intro” line if there is no marker at the beginning of the timeline.
