For daylight videos, I think the Blur: Low Pass filter works better than Gaussian, but it needs a higher Amount
Alternatively, instead of using a copy of the clip on track V2, you can use “Mask: Apply” to apply the effect directly to the main clip.

Your 2 tracks method is a better choice when you need to turn the effect on and off many times. Just split and remove. On one track you’d need to use keyframes, and that can be less straightforward.
