Shotcut will try and use as much CPU processing as possible to export your videos sooner. 
As mentioned here it is a good thing to use more. More powerful processors sometimes may not go higher than 80%, but enabling the parallel processing option in the export settings might be able to boost it. That’s all I can say really, I hope it helps for you!
