Does Shotcut have something like JPSDR-filter (https://github.com/jpsdr/Filtres_JPSDR) ? Or something identical with an other name?

That is a collection of filters. We have our own filters, and you cannot use JPSDR in Shotcut.

Closest we have is RGB Shift. It is possible that this filter in our engine can do it, and you can build a UI for it using existing installed .qml files for example and information in https://shotcut.org/howtos/contribute/. Please be aware that currently avfilters in our engine do not support keyframes.
