Is the download just a link?

i need to try the latest version on a windows 10 that does not connect to the internet.

so if the download is just a link then it wont work.
i will download it with a chromebook then copy it to a win10

If you are asking if the Windows installer download needs to connect to the Internet to download anything, the answer is “no.”

Can you specify what problems you have when you want to connect internet, Is there no Ethernet port, wifi connection isn’t available on your PC/laptop, usb ports aren’t there, or all of them. You can try to connect from your phone by a usb cable connected with phone and laptop/desktop, then go to phone settings and search for USB tethering. Then you can connect to the internet.
