I wouldn’t recommend doing anything like this, but if you screw up the color with a weird LUT-table this would even be possible with SC.
Ha ha, Gimp has a ‘Predator’ filter which you could combine with one of Shotcuts movement filters I think it’s called ‘Nervous’ (not on my PC right now). 
Can you tell me where i can get it.
I know couple of mobile apps which can do the job!! I was curious if it can be done easily on Shotcut.
Type ‘nervous’ in the Filters > + > search box. Explore some of the other filters Old Film:Projector also gives interesting effects.
Google ‘gimp predator filter’ and you’ll find details for the thermal colour effect that you can put onto images and combine in Shotcut. Gimp is also open source.
