Whenever I open Shotcut, everything related to it is so big I can’t use it, all the text is massive, I think this is a resolution issue because I use a 4k resolution scaled down to 1080p, maybe shotcut isn’t receiving that?
I have tried display scaling (in the settings), reinstalling, restarting, and the properties settings.

Have you tried to adjust the Windows display scaling?
There is also an advanced way to tell Shotcut to scale the display, but that will require some advanced settings:
