Are you talking about the YouTube thumbnail? Or a how a particular media app chooses a thumbnail?

When my video is exported, i can see in the folder destination an image thumbnail on my video. No idea how Shotcut select this specific image. My question is, can we choose before export an image whitch will be the thumbnail.

This has nothing to do with Shotcut, it’s Windows Explorer which chooses the frame, usually the first frame.
You can install something like Tag&Rename where you can assign cover art image for your MP4 files…
