Yes, in its basic form it is a “freeze frame” effect. There is a short video of how to do that in Shotcut here:

Go to the spot you want to free and take a picture of it by going to File > Export Frame
Take the image you just saved and insert in in that same spot you sampled and stretch or shrink the length of the image for as long as you want the freeze frame to last
