After a short (but painful) browse through this playlist I’d say that, yes, you can make those videos with Shotcut. The end result will depend on your editing skills and your patience.
The hardest (most laborious) part with music videos of any kind is beat synchronization. It’s a lot of keyframes. Here is a hack to make it easier:
Resample the music so that there are an even number of beats per second. Then create a Shotcut project with a Video Mode that has an integer frame rate (not the 29.97 or 59.94 variants). Set the custom jump distance to one musical beat (Ctrl+J). Use the Alt+PgUp/PgDn shortcut keys to easily move beat to beat and alter keyframes.
Example:
Let’s say the background music is “Run Away” featuring Epic Sax Guy and underrated Epic Violin Guy. Resample the song to 120 beats per minute. Now create a new Shotcut project with a Video Mode of 30 frames per second (not 29.97). This ratio of FPS to BPM means that one beat of music equates to 15 frames of video. These are nice round numbers. Now, hit Ctrl+J to set the custom jump distance to 15 frames. Each jump will now represent one musical beat. Hop from beat to beat with shortcut keys to create keyframes in perfect sync to the music.

You can obviously do that with shotcut, it just depends if you have the patience for it. Because as far as I know, this kind of stupid chaos can be only created with patience and out of the box mind. I would say that it would take me a big amount of time in even a professional grade software like the one that adobe or black magic provides, and same goes for shotcut.

If there was a tool which could help us export those beats as shotcut markers mlt file, it would have been easier. I believe more of AI is required for that then just adding the marker where the music has a sudden peak. Or both are good, I really want to know if ot will be coming in shotcut one day.
