How can I convert a video from portrait to landscape?

There is a couple of ways.

Are you wanting to zoom in, thus cropping the video to landscape?
Or to add blurring on both sides of the vertical (portrait) video?
Or rotating the video 90 degrees to be landscape?

Here is my first attempt at converting my cell phone portrait video to landscape:

I had 5 clips in portrait and an end screen in landscape. I used Shotcut for the entire video. I made a separate video for each clip and then put them all together when I was finished.
I used the Blur Pad filter to get the sides of the portrait blurred but moving. I found the movement of the blur to be a little distracting so I exported a frame of the blur that was representative of each clip. I made the length of the exported frame of the blur the same length as the portrait for that clip.
