HD video on 640x480 ratio?

hello
can i make 720p HD video on 640x480 ratio?
I using NTSC video mode but videos are always 480p

Yes you can but you will need to stretch/re-scale the video as 1280X720
(assuming that is what you mean by 720) has an aspect ratio of 16:9 whilst 640X480 is 4:3

Create a custom video mode at 960x720 and set its aspect ratio to 4:3.
