Fine control of In and Out markers

Shotcut version 26.6.25, Windows 11

I must be missing something basic, because I can’t find a way to set In or Out markers at a specific frame. By using start/pause I can get close to the desired point. I can drag the cursor left or right, but the control is not fine-grained enough to land on a specific frame. I can use the up and down arrows on the time/frame display to get to the exact frame I want, but then the I and O keys don’t do anything. If I then drag the cursor, the I and O keys will again set In or Out, but I’m not at the frame I want.

How can I set In and Out markers at a specific frame?

You need to seek/navigate to the frame before set in or out. See how to navigate with keyboard keys in the Quickstart section of the web site home page. Inside the app look at the Player menu with shortcuts. If you want to use the mouse, wheel over the time code field in the bottom, left corner.

Because the time code field still has focus. You need to press tab or click the video region of the player to leave the field.
